There are two solutions: - Shift-Click&Drag that tab in the window so it is transformed into a normal window or - Esc, Reset Settings, Reset Window Positions (this will however reset all window sizes and positions to the default)

Is it possible that you have 'sticky keys' active? See Control Panel, Accessibility Options, Sticky Keys. At least this problem sound like Sticky Keys to me.
